IRVING C. ROOT is superintendent of National Capital Parks, Department of the Interior. He has degrees in horticulture and forestry from Kansas State College and in landscape architecture from Massachusetts State University. He was formerly chief engineer for the Maryland National Capital Park and Planning Commission.
